How do NYS schools determine if a child qualifies for ENL services?
Newly-enrolled students who learned a language other than English and/or have another language spoken at home are assessed for Limited English Proficient (LEP) identification using the NYSITELL within ten (10) days of enrollment during the school year.
What are the New York State levels of English proficiency?
The five levels include:
Level 1: Entering (Beginner)
Level 2: Emerging (Low Intermediate)
Level 3: Transitioning (High Intermediate)
Level 4: Expanding (Advanced)
Level 5: Commanding (Proficient)
